How the Process Fund Works

Security And Data Handling
Before implementation, we agree where data will be hosted, who can access it, how it will be retained or deleted, and which privacy and records requirements apply.
Nothing goes live without your council's approval. Workshops, audits, and discovery work do not require access to your systems or data. If a project uses council data, the security arrangements are documented before work begins.

Everything councils ask us first about the One Process Fund.
Does this replace our procurement process?
No. The Fund is a discount on UpScale's invoice, nothing more. Your council's normal procurement, approval and contracting requirements all still apply, and we'll work within them. If your process requires quotes, documentation or sign-offs, we'll provide what's needed. The cheque gets you the funding; your council's own rules get you the approval.
What is your Local Government experience?
UpScale Director Gideon Cordover has been a councillor on Kingborough Council (Tasmania) since 2019. We build mission-critical, AI-enabled software for businesses, experience that translates directly to local government. We're putting $10,000 behind the project, and whatever we build together stays yours, regardless.
What happens if the project doesn't work out?
Each stage is designed to be worth having on its own. A Discovery Workshop leaves you with a process map and a scoped recommendation whether or not you continue. A prototype ends with a clear go / revise / stop recommendation, and "stop" is a legitimate outcome, not a failure. You're never committed to the next stage, and you decide based on evidence, not momentum.
How much of our staff's time will this take?
Less than you'd expect, but not zero, and we'd rather tell you now. Most projects need a nominated council contact, access to the relevant staff for workshops or testing, and scheduled check-ins. We agree exactly what's required before work begins, so nothing lands on your team unannounced. The point of working with us is that we do the heavy lifting; your people contribute knowledge, not hours.
We're a New Zealand council. Does this apply to us?
Yes. The Fund is open to any local government organisation in Australia or New Zealand, one per council. Amounts are in Australian dollars and exclude GST, we'll walk you through the practicalities on the first call.
How do you handle security and our data?
Nothing goes live without your sign-off on how it's handled. Before any implementation, we agree the specifics with your council: where data is hosted, who can access what, how information is retained and deleted, and what your records and privacy obligations require. That's scoped and documented as part of the project, not bolted on afterwards.
Two things worth knowing upfront: your council owns the project deliverables, and workshops and discovery work involve no access to your systems or data at all, so the smaller starting points on the menu carry no data exposure whatsoever. When a project does involve council data, we'll put the security arrangements in writing before we touch anything.
Will this work with the systems we already use?
Integration requirements are assessed during scoping, and the approach is confirmed before implementation. Many workshops, audits, prototypes and standalone tools don't need to connect with your existing systems at all. Where a project does integrate, we agree the approach with your team before any work begins, and your council owns the deliverables and documentation.
Who maintains what gets built?
Your call, and we'll be upfront about it before anything is built. Ongoing support and maintenance are available from us, and can even be included on your funded invoice if you want to lock them in. But you're never dependent on us: your council owns the deliverables and the documentation, so the system doesn't leave when a person does, ours or yours. That's a deliberate design choice. Council software has a habit of dying with its champion; we build so that it can't.
The Fund ends 31 December. Is that actually enough time?
Yes, and here's the detail most people miss: only the invoice needs to be paid by 31 December 2026, not the work completed. A project scoped and booked in November still qualifies, even if delivery runs into the new year. Workshops and audits can usually happen within a few weeks of booking, and a Discovery Workshop is a genuine, useful first step even late in the year. The deadline is real, the Fund won't be extended, but it's later than it looks.
Who actually does the work, and who are we dealing with?
A small team, all based in Australia, and the people you meet at the stand are the people who build your project. No offshore handoffs, no account managers between you and the developers.
